Yes, we can create a new account in PhonePe without an ATM card, we have to follow these steps.
Step 1: Download the PhonePe app
Step 2: Sign up on the app using your mobile number and the OTP
Step 3: after sign up , scroll to profile section and click the profile on left corner
Step 4: later check for “Payment Methods”, and select “Add bank account”
Step 5: Next step is to select the bank you want to add
you need to register with the mobile number registered to your bank account and also to your Aadhaar if you want ot create phone pe without debit card. and sim card needs to be in the same device for registering on phone pe
Step 6: Once you select the bank, PhonePe will send an SMS from the registered mobile number to verify the mobile number is inserted in the same device
Step 7: After successful verification, your bank account will be automatically fetched and linked to PhonePe
Once you add your bank account, you must set a PIN for your UPI account to secure the transactions. You can either use your debit card or your Aadhaar number to set the PIN
Without debit card you will require to set the upi pin by using Aadhaar number and otp on Aadhar for successfully registering without debit card

Some users may not see the option to change their UPI PIN using an Aadhaar number. This happens due to the below said reasons-
- trying multiple wrong input of Aadhar number and using invalid Aadhar linked mobile number for registering the bank account
- Your bank might not yet support setting a UPI PIN using an Aadhaar number
- The bank account you are trying to add on Phonepe is not linked to your Aadhaar card
In these cases, you have to use your debit card to set your PIN.Because in such cases you cant use aadhaar for registering and so you will have to go to the bank and request for debit card

How to Set or Reset UPI PIN Without Debit Card?
Previously, in case we wanted to set or reset the UPI PIN, a debit card was necessary. However, PhonePe has introduced a new method to those who may not have their atm/debit card with them. Here is the step-by-step process
- Once you add your account, scroll to profile section and click the profile on left corner
- Select your bank account under “Payment Methods”
- Choose either “Set” or “Reset” next to “UPI Pin”
- Select the Aadhaar card option and click on proceed
- Enter the first 6 digits of your Aadhaar number
- You will receive two OTPs, one from UIDAI Adhar website and another from your bank
- Enter the OTP received for authentication
- set the UPI PIN and re-enter it to confirm. Some banks require 6 digit pin and some will require 4 digit pin depending upon the bank type so select the same and proceed
- Tap confirm and your UPI PIN is set
